Supporting Planning and Financing for Climate Adaptation

Since mid-2014, the USAID-funded Climate Economic Analysis for Development, Investment, and Resilience (CEADIR) Activity has provided technical assistance for climate adaptation as well as clean energy and sustainable landscapes. This support has included financial and economic analysis, planning, policy analysis, and strategies for obtaining public and private financing. CEADIR is implemented by Crown Agents USA and Abt Associates.

February’s Adaptation Community Meeting will focus on three examples of CEADIR’s support for climate adaptation: Designing and developing public-private partnerships for disaster risk reduction in three medium-sized cities in India using mandated corporate social responsibility contributions; Training on incorporating climate adaptation in local planning for key value chains and biodiversity and leveraging public and private finance in Madagascar; and Training key stakeholders on adaptation planning and financing for fisheries and agriculture in Senegal.

About the Speakers:
Dr. Marcia Trump
(CEADIR Chief of Party) is a Natural Resource Economist with 30 years of experience managing technical projects in climate change economics, mitigation and adaptation, environmental valuation, renewable energy, and carbon market financing. She holds a Ph.D. and M.S. in Agricultural Economics from Ohio State University and a B.A. in Biology from Smith College. She has worked extensively with USAID, the U.S. Environmental Protection Agency, the World Bank, the International Finance Corporation, and the private sector. She previously served as Chief of Party for the USAID-funded Analysis and Investments for Low-Emission Growth (AILEG) Activity.

Dr. Glen Anderson (CEADIR Climate Adaptation and Financing Expert) has a Ph.D. and M.A. in Agricultural Economics from the University of Wisconsin and a B.A. in Economics from the University of Washington. Dr. Anderson has more than three decades of experience in international development, climate change, environmental and natural resources policy and financing, and water resources management. He previously served as Chief of Party for on the USAID-funded Climate Change Resilient Development (CCRD) Activity.

Dr. Lorine Giangola
(CEADIR Climate Adaptation Specialist) received a Ph.D. and M.S. in Natural Resources Management and Policy from the University of Colorado at Boulder. Dr. Giangola specializes in national and subnational strategies, planning, economic analysis, and financing for climate adaptation and soil and water quality.

Moderator:
Dr. Eric Hyman (USAID/Economic Growth Education, and Environment Bureau, Economic Policy Office) is an Environmental Economist and the Contracting Officer’s Representative for CEADIR. Dr. Hyman received a Ph.D. and M.R.P. in Environmental Planning from the University of North Carolina/Chapel Hill and a B.A. in Economics and Environmental Science from the University of Virginia. His previous affiliations include the US African Development Foundation, EnterpriseWorks Worldwide/Appropriate Technology International), the US Congress Office of Technology Assessment, and FAO. Dr. Hyman has published extensively on environmental impact assessment, small- and micro-enterprise development, agricultural production and processing, renewable energy, and management of forests and other natural resources.
